[DOCS] New Publican 3.0 version with new PDF engine (no more FOP)

In the IRC chat last week, it was mentioned that there are problems with
the PDF output that Publican generates. A hearty second to that opinion.

Radhika has already tried installing the new Publican 3.0 with the new PDF
engine on her local machine. She ran into some difficulties where she lost
functionality she'd had before, so she went back to her earlier Publican
version in the interest of meeting some short-term deadlines.

So if the project upgrades to Publican 3.0, be ready for some possible
glitches. However, I think it's very worthwhile to battle through it.
People have been complaining about FOP on the Publican users' list for so
long, and it's great to see that issue getting a response. I'm very curious
to see how the new engine works. Radhika has been my canary on that.
