[users@httpd] Apache 1.3 on WinXP don't respawn

Hello users,

I've noticed this problem on WinXP will all hotfixes
installed from windowsupdate, disregarding
MinSpareServers
value in httpd.conf, I see only two apache.exe
processes in tasklist, and when one hanges,
the whole apache server stops working.

I've tried versions 1.3.28 and 1.3.12
on two XPs with all hotfixes installed,
the same problem exists.

CYGWIN version of Apache (1.3.24) works
also fine, I have 6 httpd.exe processes
and they respawn when needed.

On another XP with only ServicePack 1 installed
everything works fine.

There are some more differences in software
configuration, but it seems to be because
of some XP hotfix...

Have anyone else niticed this problem?

How can I resolve it without reinstalling everything?
