Move the Stage and Verifier plugins to the retired list
Both were retired by the vote that passed on 2025-11-29, so they leave the
supported table and gain a row in the retired one, dated to the vote result:

Their entries also come out of scm.md and of the PlantUML source behind the
diagram on that page, since neither repository will accept contributions once
INFRA archives it. Removing a node means rewiring the -[hidden]> chain that
orders the diagram: scripting now points straight at toolchains, and surefire
ends the Core chain.
