Support separate paths for m2 and m3 settings.xml

M3 supports settings (e.g. mirrors) that m2 rejects. If m3 looked, first, for .m2/settings3.xml, or .m3/settings.xml, and fell back to the current path if that wasn't there, then I could keep both files around to support my use of both versions.

I'm not sure what settings you are referring to - they are the same model.

I added some mirrors to my settings.xml while doing something in m3, and then had m2 reject it. I now have this sinking feeling that I've misdiagnosed it.
