There was a failure reported on a Jenkins run, where the XML Serialization for XML 1.1 produced 1.0 output.  Looks like a recent post here: http://stackoverflow.com/questions/25728885/java-produce-version-1-1-in-xml-header-with-transformer says some Javas don't support 1.1, but this can be overcome by using Saxon implementations.  Try this.
