[Final Reminder] Beam 2.15 Release

Hello Beam community,

This is a reminder of Beam 2.15 release. We plan to cut the release branch
in *July 31st, at 1pm PDT (8pm UTC)*. There are 14 blocking JIRAs on the
radar, https://issues.apache.org/jira/projects/BEAM/versions/12345489. Please
make sure all the code you want to have in this release are submitted by
that time, and mark the JIRAs as resolved. Or, please update the Fix
Version to be the next release.
