   Fix the task not working of deleting StreamSources.
   
   ### Modifications
   
   1. Unified the config item.
   
   2. Fix the system task querying inlong group ids but because there is no user login information, the tenant cannot be obtained, resulting in query blocking.
   
      > See `selectDeletedGroupIdsWithTimeBefore` and `selectDeletedGroupIdsWithTimeAfter` in `InlongGroupEntityMapper`.
   
   ### Verifying this change
   
   - [x] This change is a trivial rework/code cleanup without any test coverage.
