I have tried the same with trunk and 94 version. I was able to reconnect to master from shell without restarting.
In which version you have seen this problem?

> When the Master dies and the HBase shell is still running, the HBase shell will report even after the Master is restarted:
> ERROR: java.lang.reflect.UndeclaredThrowableException: Connection refused
> Currently, the only way to reconnect is by exiting and starting the shell.
> Ideally, the shell would reconnect automatically. It would report a connection lost and that the shell was reconnecting.
> If that isn't possible for some reason, add a reconnect command.
