As the first step of implementing REEF-31, I implemented the API part in JavaConfigurationBuilder and ConfigurationBuilder. (REEF-31 branch on https://github.com/DifferentSC/incubator-reef). Transitivity control part is not implemented because I'd better to address it after implementing the basic interface for REEF-31.

We should agree on the API implementation before we go into further steps. [~markus.weimer] and [~juliaw], could you please review the API code there and give some feedbacks on this issue?

This issue should be closed without merging, because we should address further implementation(Injector, Serialization) parts in other issues.
