Ambari web UI displays the messages defined in each manual step in upgrade-**.xml and nonrolling-upgrade-**.xml as a whole paragraph.  This is ok for short messages, but becomes less user friendly when we display a large paragraph of message.

This JIRA is an attempt to improve the readability of the message by allowing users to breaking down a single large section into smaller (cleaner) paragraphs.
