The puppet recipe committed with tachyon was minimal : Really it just handles installation.

This improvement makes it so that puppet

- formats tachyon
- sets up logging
- sets the master uri in {{tachyon-env.sh}}

I'll attach an initial patch, and maybe [~dcapwell] can try it out
