### Description of PR
[WebHDFS_GETFILESTATUS](https://hadoop.apache.org/docs/current/hadoop-project-dist/hadoop-hdfs/WebHDFS.html#Status_of_a_FileDirectory) doesn't contains the information of ErasureCodePolicy. We should add it to make it easier for EndUsers to get EC Policy.
