zookeeper reconfig - please review

Hi All,

I've uploaded a new patch for ZK-107 which includes many more tests.
While one can always do more, it seems like the patch is in a good state,
and I'd appreciate it if the community and especially committers review and
comment (besides Ben, who is part of this effort).

It would be really great to see this in the 3.5.0 release!
