excludePAckageNAmes don't work with antlr plugin

In my pom is configurated antlr plugin.
When i start javadoc:javadoc the javadoc plugin documents all package althouh the excludePackageNames is configurated.
If i comment  the antlr plugin javadoc work correctly.

I am unable to reproduce this.

What I done:
1) co from https://jontools.svn.sourceforge.net/svnroot/jontools/trunk
2) use this test pom instead of the one from svn 
3) mvn javadoc:javadoc => BUILD SUCCESSFUL
4) comment antlr, retry => BUILD SUCCESSFUL

Does I missed something?
