When SpamAssassin can not connect to the database defined in user_scores_dsn,
user_awl_dsn, or bayes_sql_dsn there should be an option to define a secondary
(and maybe tertiary) database in the local.cf.

I think this is a dupe, and maybe someday SA will have something like this but
there are multiple DBD::* modules that provide this sort of functionality so
it's not something that will be included in the near term.
