It can often be confusing for users when they see the "Heart beat" message a bunch of times in a row with no other output.  And this can mean a few different things from the action simply hasn't outputted anything for a while but is still working correctly to the cluster is deadlocked with Launcher Jobs.

If we could change the message to something more clear, that would help the users who see this.  Though I'm not sure what the best message would be, given that it gets printed out every 30 seconds even when there is other output, and it can be both a good thing and a bad thing to see it.
