Attaching a patch that provides a Mojo which generates a pax config file according to the documentation [0].
The bundle dependencies are defined following the maven package syntax with version
and start level. For example:

mvn:org.apache.sling/org.apache.sling.extensions.webconsolebranding/1.0.0@5
