The DeflateDecompressingEntity class performs a fairly involved bit of logic to decide how to decompress deflated data.  It would be great if this logic were wrapped up as an InputStream wrapper (implementing InputStream, of course), so that it could be used by logic that cannot use an entity override for this purpose.

(The specific case is that ManifoldCF needs to perform throttling *before* deflation/decompression, so it can't use the off-the-shelf entities provided for this purpose.)
