List moderation, how to add users permanently

When you receive a moderation request, it has an "allow" address on cc. 
  Send an email to that address, and future posts by the address that 
caused the moderation request will go directly to the list.  You should 
certainly do this for your commit notifications, which originate from 
your <committer>@apache.org address.
