Currently {{OdbcConfiguration}} contatins a lot of dead code. It should be removed.

Also, currenty {{OdbcConfiguration#isEnabled}} used to determine if ODBC is enabled which seems unnecessary - just check for presence of the {{OdbcConfiguration}} itself to find out whether ODBC is enabled.
