Resolution: Fixed
The code was trying to loadConfigSubstitutions file when the file has not been created yet, which could happen when a server is assembled. This error message doesn't have any usage other than confusing the user as I intitally had thought my server was not assembled correctly when I see the error message. Made change to trunk rev 669506 2.1 rev 669504 to check for existence of the ConfigSubstitutions file first.
