This file is copy into the following dir : org/apache/karaf/assemblies/apache-karaf/3.0.0-SNAPSHOT/apache-karaf-3.0.0-SNAPSHOT-jettyconfig.xml which is not the place defined in the feature xml file.

That should be there and this file should also added into the system repo of karaf --> org/apache/karaf/assemblies/features/standard/3.0.0-SNAPSHOT
