I think we can make the order of options configurable.  It might take a while before I get to the code changes to change the order of options.

In the meantime, for USD we could go ahead and create a Login with USD credentials button fairly quickly (would need to register with CILogon and do some Keycloak configuration, but should take too long).  Do you think it is worth it?  So they would have these options:
* username/password
* Login with USD Credentials
* Login with CILogon
