Patch to i18n properties

Dear,

    I have a few questions about contributing on a translated
messages.properties file:

    1. What's the right/best way to do this?
    2. Should I add all keys to the translated file or only the ones that
translated text is different?

    I want to post the message_pt_BR.properties with translations from the
latest messages.properties (trunk).
