After I looked into it briefly, it seems that Chronicle is trying to clean it first, check the stack trace closely:
 at net.openhft.chronicle.queue.impl.single.SingleChronicleQueue.cleanupStoreFilesWithNoData(SingleChronicleQueue.java:821)
Then it tries to acquire it in try-with-resources and there it fails on OverlappingFileLockException because it was already locked somewhere, it seems like it.

I am not sure what to do with it, it seems like it is bug in the library itself.

We could scan the dir and remove empty files in it before we create bin logger.
