Currently the policy engine allows configuration name lists for link sources and targets to be specified either as CSV strings or as lists.

  "sources": "public, private",
  "targets": ["public", "private"]

However, for userGroups and ingressPolicies lists only the CSV string format is allowed. For longer name lists it would be an improvement to allow the list format.
