At the moment, a user has 2 own rooms, any number of rooms created using calendar appointments and any number of rooms created in private messages.

We need a setting which restricts the common user from creating rooms at all. For example in a "classroom" environment we would not want the students to be able to open their own rooms but just being able to enter rooms which the teachers created for them (group and public rooms created by admins).
