Win98 problems

I'm hoping to demonstrate some software on a Windows 98 machine having
developed it on a WinNT machine.  However, when I try to start tomcat
3.3, I get the messages 

"Out of environment space"

and

"tomcat.batnot found at TOMCAT_INSTALL"

Can anyone suggest how I can address these problems?
