I'm not really in favor of adding a new X-Spam header.  I'd rather just
add a header in a way we could recognize it as an empty header, like
perhaps the difference between:

missing Subject  ->  "Subject: *****SPAM*****-(no subject)"
"Subject: foo"   ->  "Subject: *****SPAM***** foo"
