Jenkins ci-build: long build queue - Kafka PR Builder

Hello,

the build queue on the shared ci-build is quite long. Main offender
seems to be the "Kafka PR Builder" with currently 72 running or queued
builds. For PR-9969 I see 27 builds, it seems each git push triggers a
build. Can that be optimized?
