It seems that the code path that handles the "resp=" case (around line 640) in
2.2.2 does not invoke ap_str_tolower(str). If you add this line, then things
start to work a lot better. However, I am not sure whether this should be added
for all cases, or only for the resp= case. Hence I am not proposing a patch.
