[DISCUSS] Releasing Tephra 0.16 and Omid 1.0.2

Hi!

Having released phoenix-thirdparty 1.0.0, I think that we are ready to
release Omid and Tephra as well.

There hasn't been a lot of work on either, mostly adding support for newer
HBase releases, and aligning with Phoenix.

Omid was converted to use the phoenix-thirdparty Guava, while the same
problem was worked around by introducing the partially shaded Tephra
artifacts.

Does anyone know of any outstanding issues that need to be fixed for
Phoenix 5.1.0 / 4.16.0 ?

If nothing comes up, then I plan to cut an RC0 of both projects early next
week (time permitting)
