In order to better test the {{JobManagerRunner}}, I suggest to introduce a {{JobMasterServiceFactory}} which allows to control how the {{JobManagerRunner}} instantiates a {{JobMasterService}}. At the moment we create a {{JobMaster}} in the constructor of the {{JobManagerRunner}}. This unnecessarily couples these two components together and makes testing harder.
