   The tests in ActionLimitsTests.scala used to be run relatively earlier before I changed the package from whisk to org.apache.openwhisk. They were stable before, but after the renaming, they are run relatively later during all the tests. It is very frequent to get the error of "memory allocation" error when we test the action memorywithgc.  I am trying to rename the package from limits to actionlimits, since A is before L, hope ActionLimitsTests.scala could be run at an earlier time, so we do not bump into the "memory allocation" error.
