Hey [~lewismc] netCDF4, sciPy, NumPy and Matplotlib are all in ocw already and have ALv2.0 compatible licenses.  So here is what I found out about the others:

Networkx (BSD) - http://networkx.github.io/documentation/networkx-1.9.1/reference/legal.html
OpenGrADS (GPLv2.0) - http://sourceforge.net/projects/opengrads/
LATS4D (Public Domain) - http://opengrads.org/doc/scripts/lats4d/
