Design of solution for communication and concurrency of Ipfs/Bittorent

The note to be downloaded from peers concurrently.So I read about Executor
service and I have used google-gauva for that, using callbacks to decide
what to do on completion of task. I have doubt on how the design should be
before proceeding forward.
I have posted my query on the blog[1] . Could you please go through it and
give feedback.
