A better practice: environment entry vs. initialization parameter?

A few of email addresses needed to be accessed from time to time in my current project. They can be definited either as 
initialization parameters or environment entries. I can see some pros and cons of those two implementations. Do 
someone have  some experience with those two implementation for a heavy loaded application?
