Example:

In this case org.apache.geode.cache.util.Foo does not exist

gfsh>create region --name=region3 --type=PARTITION --partition-resolver=org.apache.geode.cache.util.Foo

Errors with: null is an invalid Partition Resolver.

null should be "org.apache.geode.cache.util.Foo"
