Logic:empty tag and Array for SELECT tag

What is the correct way to test for a null or empty array(List) that is used
for content in a html:select and html:optionsCollection tag?  I am having
trouble getting the logic:empty/notEmpty tag to return accurate results
(empty always evaluates to true whether or not there is data in the array)
