Oak 1.6.22 Release Plan

Hi there,

I'm planning to cut Oak 1.6.22 next week.

The list of open issues scheduled for 1.6.22 is empty:

That said, we have a *huge* list of issues marked as "Candidate 1.6"
which have not been applied to 1.6:

As this might be the last release of this branch (EOL is planned six
months from now), we really should review which of these need to go in,
or otherwise remove the label.
