1. I don't understand why you say there's no license. I see one in the JAR:

$ jar tvf *jar

Or maybe you mean there needs to be a license element in project.xml? Please be explicit about the problems. 

Long term, it would help to add a schema or better documentation that clearly identifies the mandatory and optional parts of the project.xml format. 

I'll add the scm element and the javadoc and src jars.

I'd reassign to myself for the moment but I don't seem to have permission to do that.
