[NOTICE] Apache OODT Snapshot jar builds

...are available from:

https://repository.apache.org/content/repositories/snapshots/org/apache/oodt/

We now have them getting published automatically via Jenkins. I know that 
Apache has its own PEAR channel too (see [1]), so might be nice to figure out 
how to tie those in too:

http://pear.apache.org/
