Isis JIRA permissions

Hi Mark,

I think you originally did a lot of the setup of our JIRA project for Isis?

I'm looking at updating:
1. the project lead - currently set to you, should probably now be me given
that I am the PMC chair [1]
2. the project category, see [1] alongside the URL near the top
3. the notifications to go to the new TLP mailing lists [2]

perhaps you can simply set me up with the equivalent karma to you?
