The same velocity.jar two times.

Hi:

Also there are 2 velocity-1.4-dev-20030301.jar the routes are:

src/scratchpad/lib and src/blocks/velocity/lib.

The log in src/scratchpad/lib is: Fixing scratchpad build.

I think this is a workaround. Is posible to have just one file here?
