## Description
cuDNN/cuTensor are used in MXNet GPU builds to accelerate common kernels in deep learning. Including them in distribution helps simplify the installation process for our users and make it easier for acceleration from these libraries to benefit more users. I'd like to use this issue to collect information and discuss feasibility for including these libraries in our distribution.

cuTensor uses this [software license agreement](https://docs.nvidia.com/cuda/cutensor/license.html). cuDNN use the same license plus a cuDNN suplement in [section 8](https://docs.nvidia.com/deeplearning/cudnn/sla/index.html#supplement).
