I think we've all agreed that it's a Good Idea to place the actual
Apache docs in the CVS tree. If someone could point out where
they are on hyperreal, I'm sure someone can add them to the tree.

Everything under /export/pub/apache/docs should be RCS'd.
We might need a new strategy for what goes in /doc versus /doc/1.1 and /doc/1.2
as well. Right now /doc has all documentation, both version-specific and
general, and 1.1 has a copy of all version-specific documentation specific to
1.1. Is this appropriate?
