The root {{LICENSE}} carries a BSD section (line ~233) for the stopword lists bundled under {{opennlp-core/opennlp-runtime/src/main/resources/opennlp/tools/stopword}} (derived from Apache Lucene, which redistributes them from the Snowball project; Bulgarian list by Jacques Savoy). The hand-maintained binary distribution LICENSE ({{opennlp-distr/src/main/readme/LICENSE}}) does not carry this section, although the binary distribution ships the lists inside the opennlp-runtime jar. The distr file's existing "Snowball stemmers" section covers the stemmers, not the stopword lists.

Fix: append the same BSD section to {{opennlp-distr/src/main/readme/LICENSE}}. The distr NOTICE needs no change (regenerated from {{NOTICE.template}}).

Noticed during a licensing pass over the OPENNLP-1850 stack (see the discussion on PR #1108); filed separately as requested there.
