[VOTE] The 1st HBase 0.98.22 release candidate (RC0) is available

The 1st HBase 0.98.23 release candidate (RC0) is available at git tag
0.98.23RC0 (44c724b) and for download at
https://dist.apache.org/repos/dist/dev/hbase/hbase-0.98.23RC0 , and Maven
artifacts are also available in the temporary repository
https://repository.apache.org/content/repositories/orgapachehbase-1153 .

The detailed source and binary compatibility report for this release with
respect to the previous is available for your review at
https://dist.apache.org/repos/dist/dev/hbase/hbase-0.98.23RC0/0.98.22_0.98.23RC0_compat_report.html
​. There are no reported compatibility issues.

The ​23 issues resolved in this release can be found at
https://s.apache.org/Long .

I have made the following assessments of this candidate:

- Release audit check​: pass​

-​ Unit test suite: pass 10/10 (8u102)​

- Loaded 1M keys with LTT (10 readers, 10 writers, 10 updaters (20%): all
keys verified, no unusual messages or errors, latencies in the ballpark

- Built head of Apache Phoenix 4.x-HBase-0.98 branch​:​ no errors (8u102)

Signed with my code signing key D5365CCD.

* checked sigs and sums
* checked source against commit hash
* checked source builds binaries (had to use jdk1.7 since I don't have
a 1.6 handy. verified the convenience binaries are jdk6 through manual
inspection)
* spot check of LICENSE/NOTICE looks fine
* compatibility report doesn't show any surprises

Checked sigs, crc.
Built with h1 and h2.
Run LTT with h1 bin and h2 bin
Run smoke tests from shell

With three +1 votes including my own and no 0 or -1 votes, this vote passes and we have 0.98.23.

serviceable enough and don't want to confuse more by having two of these
