Some more test (currently in server's core-library) could be moved to mailet products, but they have dependencies on avalon (ContainerUtil, so maybe we can keep them in core library).
core.MailHeadersTest => mailet-base
core.MailTestAllImplementations => mailet-base
core.MimeMessageTest => mailet-base

then we have
samples.mailet package (HelloWorldMailet and InstrumentationMailet) that could be moved there too, but we could move them in mailets-function tests, ATM.
