For 1), you can use ant-contrib's sortlist task:

  <echo file="unsorted">foo

<loadfile property="unsorted" srcfile="unsorted" />
<ac:sortlist property="sorted" delimiter="${line.separator}" value="${unsorted}"

<echo>$${sorted}=${sorted}</echo>
</project>
